Today, on November 7, there began work the IX annual international partnering-forum "Life Sciences Invest. Partnering Russia". The number of participants exceeded 650 people.
The press breakfast subject this year did not concern exclusively pharmaceutical industry - "Development of industrial policy of St. Petersburg in the field of food technologies". At a meeting with journalists representatives of federal and city authorities, heads of the companies and educational institutions shared with journalists plans about transformations which will be able to increase quality of life and wellbeing of Petersburgers.
"Quality of life is a set and pharmaceutics, and the food industry, - Dmitry Chagin, the director of the Union "Considers medico-pharmaceutical projects. 21st century". Expansion of a cluster of medical, pharmaceutical industry, radiation technologies to the Cluster Food&Drug - a logical step. It is an opportunity to get not only qualitative drugs, but also products".
"We touch upon very ticklish subject - quality of food. Since 2014 the food basket in does not change in physical quantities, despite inflation, fall of the income at the population. And it means that quality of products which get to the consumer worsens. In particular, the Finnish networks leave the city because they cannot compete with cheap, low-quality, industrial goods. Today we have a chance to increase the investment potential of St. Petersburg due to creation or support of the enterprises which will make highly competitive qualitative products. It occurred in the pharmaceutical industry. Counteraction to a counterfeit, system approach to quality - the main objectives which need to be solved now and in the food industry", - Yury Kalabin, the chairman of Committee on industrial policy, innovations and trade of St. Petersburg emphasized.
According to Dmitry Galkin, the deputy director of Development department of the pharmaceutical and medical industry of Minpromtorg of Russia, the food and pharmaceutical industries are not specular reflection. "The food industry has, probably, nevertheless other development. In the pharmaceutical industry it is simpler to adjust control - there is a control of the platform of the producer, control from a product, registration procedures clear, the quantity measured. In the food market everything is more difficult, since search of the platform on which the product therefore mechanisms of control demand other settings is made. In my opinion, partially functions of control can be assigned to retail networks that, by the way, already occurs".
Opening a plenary session of a forum, Eugeny Elin, the vice governor of St. Petersburg, noted: "When we entered the pharmaceutical market, for us it was important to concentrate the strongest, bright companies in the territory of St. Petersburg. And for this purpose to create favorable conditions. Secondly, to provide support and the worthy developing scientific maintenance. We carried out these tasks. The pharmaceutical cluster received the place in the history of our city and the country. Today interests us as we will develop. And it is obvious that first of all ourselves need to change, - Eugeny Elin says. Opening of scientific center - end of one more stage, creation of scientific maintenance of the pharmaceutical industry. Violently developing companies look towards health care – opening of clinics, medical researches. We are able to offer effective tools and for the food industry today. We will try to hear producers, to construct the relations of trust, exchange of opinions and to help with development of the industrial sector". According to Vladislav Shestakov, the director of FBU "The State Institute of Medicines and Ought the Practician", the questions connected with quality of food stuffs, dietary supplements are very acute today. "It is the huge market and its products has to conform to high requirements. Responsibility of the specialist who signs permission to production has to be very serious. In turn business, accepting responsibility, also has to understand risks. And if it violates obligations, making a low-quality product, then penalties have to be inevitable, up to criminal liability. Now the consumer can be confident at best in safety, but nobody guarantees quality. We would like to develop together with business mechanisms of interaction and standards".
At a thematic session "Implementation of the New Principles of Provision of Medicines" speakers are almost unanimous in opinion on need of cardinal changes in the legislation in the field of provision of medicines. Herman Inozemtsev, the cochairman of the Russian Association of Pharmaceutical Marketing (RAPM), sees the solution of problems of provision of medicines in decentralization of system: "But the speech not that regions have to look for money. We are at that stage when services as issues of electronic recipes can be rather quickly started, and the retail is connected that can solve a part of problems of the centralized purchases". According to Lyudmila Sychevskaya, the head of department on the organization of work of pharmaceutical institutions and the enterprises of Healthcare Committee of St. Petersburg, it is necessary to review normative documents: "The system is in a sick state now, we live according to standards of last century. There were attempts to allocate federal exempts, to make something within introduction of insurance medicine. It ended with nothing. Providing on highspending nozologiya is already irrelevant, the subject needs review both nozologiya, and drugs". Zakhar Golant, the chairman of the board of the Union of pharmaceutical and biomedical clusters agrees with opinion: "The previous elements of system it is not adjusted, and accumulate new regulations that cannot simply be executed today sometimes". Sergey Shulyak, the CEO of DSM group, is convinced that a root of problems with provision of medicines in lack of strategy for development of health care for long term. "We do not know what we want. If there is a purpose, then can build ways. Now the movements in the Russian medicine – are chaotic". Speakers discussed a question of changes, not less important for pharmaceutical productions, in the legislation: "Changes of the legislation on obligatory marking of medicines which have to take effect at the end of this year and 98% of private structures are not ready because there is a lot of unclear and not registered until the end of the moments. As it will be overcome by us – still unclear. New rules set serious logistic problems", - Arkady Stolpner, the chairman of the board of MIBS thinks.
Within the thematic session "Implementation of the federal project "Fight against Oncological Diseases" for the first time in the history of a forum of a problem with providing with antineoplastic drugs were discussed in a teleconference format with colleagues from Europe.
